(1)Writing materials shall be supplied at Government cost, subject to the provisions of rule 255, to any convicted criminal prisoner who is entitled to write a letter. All letters shall be written at such time and place as the Superintendent may appoint on a fixed day of the week, preferably Sunday. All letters written by or for a prisoner shall be immediately censored, recorded in the History Ticket and posted or delivered without delay.
