19. Power to remove difficulties.
If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order published in the Official Gazette, make such provision or give such direction not in consistent with the purposes of this Act, as appears to it to be necessary or expedient for removing the difficulty.[Substituted by Act 1 of 1963, Section 2, for sub-section (4) (retrospectively). ]
