Section 7(i) in The Petroleum and Natural Gas Rules, 1959
(i)every licensee shall have the exclusive right to carry out, in addition to geological and geophysical surveys, information drilling and test-drilling operations for petroleum in the area covered by the license and shall have the exclusive right to a lease to a lease over such part of the [area] covered by the license as he may desire;
