Section 271(4) in Gauhati Municipal Corporation Act, 1971
(4)The Commissioner may, by public notice, direct that sweepers privately employed for removal of sewage, rubbish or offensive matter shall remove the same in proper receptacles of a type to be approved by him in such manner as not to cause any unnecessary nuisance to passers by in the street.
