Section 5(15) in The Legal Metrology (Government Approved Test Centre) Rules, 2013

(15)The competent authority may require Government Approved Test Centre to take out third party liability insurance sufficient to cover any claim for damage due to any lapses or violation of government instructions by such Government Approved Test Centre.
