(2)to establish, maintain, manage [, recognize] [Word inserted by W.B. Act 5 of 1983.] or affiliate Institutions or centres and to take over the maintenance and management of any existing institution together with its assets with the consent of the authorities thereof on such terms and conditions as may be agreed upon;
