44. Cognizance of offence etc.
(1)No court shall take cognizance of an offence punishable under this Act except upon complaint in writing made by the Controller or any officer authorised in this behalf by the Controller by general or special order.(2)No court inferior to that of a magistrate of first class shall try any offence punishable under this Act.
