Section 5(2)(a) in Tamil Nadu Cotton Control Act, 1952

(a)in contravention of the provisions of section 4, sub-section (1) makes the mixed cotton into fully presses bales or uses the mixed cotton otherwise than in the malefactor of yarn or cloth in that factory; or
