Section 291(2) in The West Bengal Motor Vehicles Rules, 1989
(2)Commissioner of Police in [Kolkata] [Substituted vide section 5 of the West Bengal Capital City (Change of Name) Act, 2001 (West Bengal Act 18 of 2001) (w.r.e.f. 1.1.2001) for the word 'Calcutta'.] or the District Magistrates in the districts may declare, by order in that behalf, that certain portions of public thoroughfares, roads or any public place including State highways, shall be used exclusively by motor vehicles or by certain categories of motor vehicles and not by any other kind of traffic like cycles, rickshaws etc., during specific hours as may be mentioned in such order. After issue of such an order, the restrictions imposed in respect of the categories of the motor vehicles or on any other kind of traffic like cycles, rickshaws etc., shall be complied with.
