Section 7(1)(ii) in The Rajasthan Municipal (Subordinate and Ministerial Service) (New Pay Scales) Rules, 1973

(ii)A member whose pay in the existing pay scale is more than the minimum of the new pay scale or less shall have his pay fixed in the new pay scale at a stage next above his pay in the existing pay scale.
