Section 2(11) in The Mizo District (Forest) Act, 1955
(11)"Land at the disposal of the District Council" means any land at the disposal of the Mizo District Council in respect of which no person has acquired a permanent heritable and transferable right of use and occupancy under any law for the time being in force or any right created by grant or lease made or continued by, or on behalf of the State Government ;
