Section 94(1) in The Himachal Pradesh Panchayati Raj Act, 1994
(1)Notwithstanding anything contained in the Act the State Government may, by general or special order, entrust to the Zila Parishad preparation of plans and implementation of schemes for economic development and social justice including those in relation to the matters listed in Scheduled-II.
