103. Money Bill returned without recommendation.
- If a Money Bill passed by the House and transmitted to the Council is returned to the House without recommendation, the message to that effect shall be reported by the Secretary-General to the House if in session or published in the Bulletin for the information of the members if the House is not in session. The Bill shall then be presented to the President for her/his assent.
