Section 2(1)(f) in The Election Expenses (Maintenance and Lodging of Account) Madhya Pradesh Order, 1997

(f)"Contesting candidate" means a person who has been duly nominated as a candidate at an election to the office of Mayor of a Municipal Corporation or President of a Municipal Council or Nagar Panchayat and who has not withdrawn his candidature within the period specified in the election rules.
