Section 652(a) in Police Regulations, Bengal , 1943
(a)Certificates of efficiency shall only be granted by the Assistant to the Deputy Inspector-General, Criminal Investigation Department, to officers who have undergone a thorough training in the Finger Print Bureau and have passed the test laid down by the head of that office, under the personal supervision of the Assistant to the Deputy Inspector-General.
