Section 255(2) in Bihar Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2005
(2)When the Chairperson is absent and no member has been nominated by the Chairperson under sub-rule (1) the members present shall elect of them to preside over the meeting and the member so elected shall exercise all the powers of the Chairperson in conducting the meeting.
