(3)If the Veterinary Surgeon confirms the order he may cause notice to be served on the owners, occupiers or persons in charge of all places in which animals are kept, temporarily or otherwise, within a radius not exceeding one mile from the infected place to be infected places.The Veterinary Surgeon shall forthwith report his action under this subsection to the prescribed authority.
