Section 2(b) in The Guar Grading and Marking Rules, 2011
(b)"authorized packer" means a person or a body of persons who has been granted a certificate of authorization to grade and mark Guar seeds, Guar Gum and Guar Gum Powder in accordance with the grade, standard and procedure specified under these rules;
