(vi)to recognise schools in accordance with the plan approved by the District Education Planning Committee which apply for recognition as Upper Primary or Lower Primary schools. If, however, the school is maintained by the local body, no change of status should be sanctioned without the approval of that body. If the local body does not agree with the Deputy Inspector, the matter should be reported to the District Education Officer;
