Section 19(2) in The U.P. Shri Badrinath and Shri Kedarnath Temples Rules, 1967
(2)The Tribunal shall have power to pass such orders on the petition including orders as to costs as may in its opinion be required in the interest of justice, equity and good conscience. If it finds an election petition to be frivolous and vexatious it may direct that after cost, if any, awarded to the opposite party have been recovered from the security money balance, if any, shall be forfeited to the Temple.
