Section 17(1) in The Goa Public Health Rules, 1987
(1)Subject to the condition, if any, as may be prescribed, the local authority or the Health Officer may accept from any person alleged to have committed offence under the Act or under the rules made thereunder, other than the offence under rule 8 or bye-laws either before or after the commencement of any proceedings against such person in respect of such offence by way of composition for such offence, a sum not exceeding Rs. 2000/-.
