Section 24 in Kolkata Municipal Corporation Act, 1980
24. Dispensation of consultation with State Public Service Commission or Municipal Service Commission.
(1)Notwithstanding anything contained in this Chapter, it shall not be necessary to consult the State Public Service Commission or the Municipal Service Commission, as the case may be, in the case of appointment of a person as an officer or employee of the Corporation,(a)if the person to be appointed is or has been in the service of Government, or(b)if the post to be filled up is for a term of six months, or(c)if the period for which the appointment is made does not exceed six months.
