Section 7(1) in Orissa Electricity Regulatory Commission (Terms and Conditions for Open Access) Regulation, 2005
(1)The nodal agency for arranging long-term open access shall be STU if the transmission system is used; otherwise the nodal agency shall be the respective distribution licensee within whose area the point of drawal is situated.
