(9)Every meeting of the Committee shall be presided over by its Chairman or in his absence, by its Vice-Chairman, but if both are absent, by any one of the members, elected by the members present to act as Chairman for the occasion and such Chairman shall have, for that meeting, all the powers of the Chairman and be designated as such:Provided that if the Chairman or the Vice-Chairman turns up during the meeting, he shall assume his powers as Chairman from the temporary Chairman.
