Section 65(1) in The Insurance Rules, 1939

(1)Government securities and other securities charged on the revenues of the Central Government or of the Government of a Part A State or guaranteed fullyas regards principal and interest by the Central Government or the Governmentof any Part A State and securities issued or guaranteed fully as regardsprincipal and interest by the Government of a Part B State and specified as approved, securities by the Central Government.
