Section 31(4) in West Bengal Agricultural Produce Marketing (Regulation) Rules, 1982
(4)Subject to the provisions of sub-rule (3), no payment shall be made out of the market committee fund on any item not provided for in the apprOved budget of the market committee or in excess of the amount so provided or for any purpose not directly connected with the affairs of the market committee.
