Section 4(2) in The Jammu and Kashmir Preservation of Specified Trees Act, 1969
(2)On receipt of such application, the prescribed authority shall, subject to the provisions of sections 5 and 6 by order in writing either -(a)grant the permit subject to such conditions, if any, as may be specified in the permit; or(b)refuse to grant such permit.
