Section 2(16) in West Bengal Town and Country (Planning and Development) Act, 1979
(16)"occupier" includes -(a)a tenant,(b)an owner in occupation of or otherwise using his land,(c)a licensee in occupation of any land, and(d)any person who is liable to pay to the owner damages for the use and occupation of any land;
