(30)"gassy seam of the second degree" means coal seam or part thereof lying within the precincts of a mine not being an open cast working in which the percentage of inflammable gas in the general body of air at any place in the working of the seam is more than 0.1 or the rate of emission of inflammable gas per tonne of coal produced exceeds one cubic metre but does not exceed ten cubic metres;
