Section 14 in The Tamil Nadu Animals and Birds in Urban Areas (Control and Regulation) Rules, 1997
14. Impounding of stray animals and birds.
(1)The Licensing Officer or any Licensing Inspector or any Police Officer not below the rank of a Sub-Inspector shall seize any animal or bird found straying or tethered in any public places in an urban area and impound them in the pound maintained by the municipality. (2) The owner, keeper or custodian of an animal or bird which has been confined to a pound under sub-rule (1) shall pay a fine at the rate fixed by the council not exceeding one fourth of the cost of the animal or bird anil feeding and maintenance charges at the rate not exceeding rupees 100 per animal or Rs. 25 for a bird per day for release of such animal or bird from the pound. The council may fix different rates of feeding charges for different animals or birds.
