Section 5(1)(h) in U.P. Street Vendors within the area of an Industrial Development Authority (Protection of Livelihood and Regulation of Street Vending) Rules, 2018

(h)if recommendations received are more than the required numbers, the Industrial Development Authority shall select the required members on the basis of lottery. Such lottery shall be held in the presence of the interested parties;
