(d)to cause all such wastes, including rubbish, offensive matter, filth, trade refuse, carcasses of dead animals, excrementitiously matters, bio-medical wastes and other polluted and obnoxious matters to be collected from their respective premises and to be deposited in community bins or receptacles at such times and in such places as the Chief Municipal Officer may, by notice, specify.
