(2)The joint secretary of the State Board shall -(a)Assist the Vice Chairman and the Member-Secretary in all matters.(b)be in charge of the funds, accounts, records and documents of the State Board; and(c)Exercise such powers and perform such functions as may be delegated to him by the Vice-Chairman from time to time.Funds of the State Board
