39. Penalty for failure to pass prescribed test.
- Where the special rules prescribe stoppage of increments as a penalty for failure to pass a special test or acquire a special qualification prescribed in those rules, such failure shall, in the case of member who has reached the maximum of the time scale of pay applicable to him, render him liable to the penalty of reduction to the next lower stage in his time scale.
