(III)until the, Executive Council or Academic Council, as the case may be is reconstituted in accordance with the provisions as modified, Kulpati appointed under Section 12 and 13 as modified, shall exercise the powers and perform the duties, conferred or imposed by or under this Act, on the Executive Council or Academic Council :
