Financial assistance sanctioned under these rules is liable to be cancelled if it is found at any time that the assistance was sanctioned on the basis of incorrect facts or that the financial condition of the beneficiary/beneficiaries has improved or that the financial assistance was obtained by suppression or misrepresentation of facts:Provided that the Committee shall give an opportunity to the beneficiary to present his or her case against the proposed action before withdrawing or cancelling any assistance-
