Section 173(1) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(1)The Kshettra Panchayat may, from time to time, enlarge, lessen, alter the course of, cover or otherwise improve a public drain and may discontinue, close up or remove any such drain.
