Section 2(14) in Cuttack Development Authority (Planning and Building Standards) Regulations, 2001
(14)"builder" means an applicant, land owner, contractor, holder of power of attorney of the land owner, allottees, engineers and architects (who have signed the plan, design or estimate), the partnership, trust or company which has any responsibility in construction;Note - The Cuttack Development Authority will be the builder for its own construction.
