Section 2(1)(b) in The Assam Secondary Education (Provincialised) Service Rules, 1982

(b)"Appointing Authority" means the Governor in respect of the posts in Grade I Cadre the Director of Secondary Education, Assam in respect of the posts in Grade II and Grade III cadres and the Inspector of Schools in respect of the posts in Grade IV to Grade VII cadres of the Service.
