Section 14(1)(c) in Bihar Employees' State Insurance Medical Service Rules, 1981

(c)Promotion to the post of Administrative Medical Officer Employees' State Insurance Scheme. - The post of Administrative Medical Officer shall be treated as a Selection post. Selection for promotion to this post shall be made solely on merit. Where more than one officer are of equal merit, their names shall be arranged in order of seniority.
