Section 34(1) in The Bihar Motor Vehicles Rules, 1992
(1)If at any time, it appears to a Licensing Authority that the photograph affixed to any conductor's licence has ceased to be a clear likeness of the holder, the licensing authority may require the holder to surrender the licence forthwith, and to furnish two clear copies of a recent photograph of himself.
