(3)When a person suffering from an infectious or contagious disease or the corpse of any such person has been carried in a public service vehicle, the driver and the conductor of the vehicle shall be responsible that the fact is reported to the authorized medical officer of health and to the owner of the vehicle, and neither the owner nor the driver nor the conductor shall cause or allow any person to use the vehicle until the driver and the conductor and the vehicle has been disinfected in such a manner as the said medical officer may specify and a certificate to this effect has been obtained from the said medical officer.
