(3)The Manager shall normally take steps to give effect to the recommendations of the Committee but when any advice or recommendation is not accepted, the reason therefor shall be communicated to the Committee in writing within a fortnight and a copy thereof shall be sent to the Inspector and the Chief Inspector.
