31. Reappropriations and emergent expenditure.
- No expenditure which is not covered by a provision in the approved budget estimates or which is likely to be in excess over the amount provided under any Head shall be incurred by the Board without provision being made by reappropriation from some other head under which savings are firmly established and available :Provided that no reappropriation of savings shall be permitted from revenue to capital and vice versa.
