(4)The Members of the Governing Council may also participate in the meeting through video conference or digital medium but no member shall use this method of participation for more than two consecutive meetings and such participation through video conference or digital medium shall be counted for the purpose of quorum:Provided that if a meeting is adjourned for want of quorum, it shall be held within fifteen days, at the day, time and place as the Chairperson may determine.
