(2)The Board or the Committee, after inspection and inquiry to ensure the adequate facilities exist in the child care institution for the specific purpose for which such institution may be declared as "fi t facility" and shall grant recognition to such institution as a fit facility in Form XXII with such terms and conditions as they deem fi t;
