17. Disposal of Business.
- Every question which the committee is required to take into consideration shall be considered at a meeting, or, if the Chairman so desired by sending the necessary papers to every member for his opinion, and the question shall be disposed off in accordance with the decision of the majority:Provided in case of equality of votes, the Chairperson shall have a second or a casting vote.Explanation:- "Chairperson" for the purposes of this rule shall include Chairperson nominated under rule 18 to preside over meeting.
