(5)While acceding to the request of the employees of the Universities for transfer under sub-section (4), the State Government shall take into consideration, the total requirement of the staff in the respective University and due weightage shall be attached to the seniority of the employees seeking transfer and only such of the employees will be transferred whose transfer may not hamper the working of the transferring University or may not result in overstaffing in the transferee University.
