Section 82(1)(b) in The Bihar Primary and Middle Education Rules, 1961

(b)The staff of each school with the help of the pupils and local villagers shall mud-plaster the walls both inside and outside every year before the rains. If adequate local contributions become available, the walls may be plastered also with lime and cement.
