Section 16(4) in The Assam Agricultural Farming Corporation Rules, 1973
(4)If the number of candidates proposed is is more than the number of seats to be filled, an election shall be conducted by secret ballot by Chairman of the meeting and those polling the maximum number of votes in the order of priority shall be declared elected to fill the seats. Provided that in such a secret ballot the members proposing and seconding any candidate as well as the candidates himself shall not be allowed to vote.
